USA: 25% of crude oil consumption and only 4.6% of world population. No serious attempt at conservation. New energy bill gives handouts to oil companies while gas prices have reached record high levels. GW Bush (trhough his spokesman) says that large per capita oil consumption is an American way of life. Cheney says that conservation is a personal virtue, but not something from which to base policy.
