Lovers Key State Park at New Pass

I was taking some shots of a Peregrine Falcon above me when I noticed
this fish bait, hook, and line twirling in the wind in front of me.

I have seen videos that show something like this ensnared around a bird's wing. Certainly a danger to wildlife, especially the young.
