This is a hydrotherapy room. In the tub on the left they would pass a mild electric current throughe it while you soaked. You would sit in the enclosure at the far right for a while in 140 degree steam for a while, then move to the one next to it and sit (on a towel) on ice, then back to the steam, etc, The nozzles in front of those were to direct high pressure water at sore areas like you back.
