This is a double guard for the outlet of the rice paddy. Often the fish guard gets clogged with plant debris and the water backs up in the field, which is not good for the rice plants and could cause the irrigation water to overlow the paddy banks. This double guard has a larger filter that stops most of the plant matter before the smaller and tighter filter that keeps fish in the paddy.
