The river is far too wide at this point, and when the bridge was constructed a very large shipyard and lots of industry was upstream so lots of clearence was required to pass under
Also this method ensure that the river is fully navigatable at all times without a bridge having to me raised

Amazing, I wonder though, wouldn't a draw bridge been easier.
