Sometimes I just point the camera at some colour, increase the aperture to max
set a low ISO, and then move the camera whilst on a longish shutter speed.

It is pot luck but you can influence the outcome by using a
combination of contrasting or complimentary colours and varying how
you move the camera. -

Rotated, dragged, spun or zoom, all give differing effects
