You must be 1 year old to buy cigarettes in DC!

It looks like there are very liberal tobacco laws in the US, but the cashier said kids kept changing the date on this FDA sign and that she kept changing it back to the correct date of 21 years ago. We happened to go into the supermarket the next day, and she had moved the sign and corrected the date permanently.
