This was the scene at Constitution Gardens last weekend – not nearly as many ducks as usual, but with the heron and cormorants trying to outlast the vicious weather. That’s ice on the far side of the lake, and Constitution Avenue – one of the main streets in the city -- in the distance, giving an idea of just how centrally located these gardens are.
