Cracking the whip (so to speak)

This seemed to be some kind of comedy skit, which I also saw performed two years ago. The man with the stick is a headmaster, and the others are naughty schoolboys who he is trying to discipline, without much success. The crowds always seem to enjoy this (and they’ll be in the next picture).
