Floor plan for men and women

It looks like women are only allowed in the restaurant with a man (so a family restaurant) as well as in one sports activity, unless I'm interpreting this incorrectly.

That's how I read it too. Can't understand why they don't seem to like women or dogs over there. It would be wonderful to learn how to read that writing. It is a very beautiful way of writing. V
