This is the same picture as appears in front of the 4Cats restaurant (below), and thanks to Will Hoskins http://www.pbase.com/willinvt I now know what it is. "Ramon Casas and Pere Romeu on a Tandem" is an 1897 painting by Ramon Casas on exhibition at the National Art Museum of Catalonia in Barcelona.
