Found this Saw-whet Owl in Ottawa. However, if you want to see saw-whet owls up close, the Prince Edward Point Bird Observatory is one of the best places. Here is a report along with photos posted by the Kingston Field Naturalists on a night where they banded 154 saw-whet owls. That is a great owl night.
