Its head looks scruffy with many missing feathers. Look around the eyes too. It's in the last stage of a molt. See also feather sticking on bark.
Although screech owls are nocturnal, I find they wake up regularly during the day. This one is located in a high traffic area frequented by many people and noisy dogs barking. From my observation, it doesn't seem bothered by the barking or the many people who stop to look. It yawned a number of times and did wing stretches.
A few times it became very alert at the sound of distant screech owl calls which lasted no more than a few seconds. A male red cardinal perched right in front of its hole and made clicking sounds as did a very small bird.
