Notner logic I think, but others with a cynical turn of mind might feel that its typical of unionised city workers too lazy to keep the road open. After all, their pay is a miserly $18.00 per hour.

I know you're kidding here, because the leaves can fall on and damage the road just as easily as they can when the road is open. On the other hand, maybe this is an example of Notner logic. Can you shed any light on this?
