Notner seems well organised compared to London. We do not have men at our road repair sites. Just a million traffic cones, for months at a time.

The pipe they are sitting on was deformed and could not be installed. The men had to sit on it for three hours to return the pipe to its proper configuration so it could be installed in the ground. They are shown in discussion, trying to determine the most effective method for monitoring their progress.
