That addendum was superseded by Addendum 563b, which allows the use of a steam-powered fratostatic regurgitator to measure the accuracy of centering. I carry two of those with me at all times (one is a back-up unit).
But addendum 563a states that 'the centre must be measured by an accurately calibrated centreometer calibrated at the Notner School of Advanced Calibration. Did you do that before falsely accusing the driver.
Page 1348 of the Notner Road Regulations Handbook discusses parking and states that the law requires drivers to center their vehicles on the yellow line. Footnote 447 clarifies this by saying "Almost centered is not acceptable." Thus I disagree with your assessment---this driver is not demonstrating having benefitted from the "high standard of instruction" that is characteristic of Notner's driving schools. Excuse me while I re-position my car.
