Well, I know nothing about lizards, but I recently took a picture of one in Saudi Arabia, and a Pbase friend identified it as Sinai agamahttp://en.wikipedia.org/wiki/Sinai_agama although Iran isn't mentioned as a habitat (but it's not far from here). The markings on its neck, though, resemble those in the first picture on this sitehttp://www.arkive.org/sinai-agama/pseudotrapelus-sinaitus/ -- hope this helps!
