  The old building is "Taşkışla" = stone barracks, the former Ottoman Arsenal, built by the 
British Williams James Smith and his assistant Stefan (Turkish-Armenian) during 1846-1852 'n style 
Turkish Renessaince. It should serve as the School of Military Hospital, which lasted only a few 
years. After 1860 it was used as army barracks until the end of World Word I. 1950-1975 President's Office of Istanbul Tecnical University (ITÜ) and Civil Engineering and Architectural Faculties. After the whole ITÜ moved to his new campus in Maslak, only the Architectural Faculty remained here.
 
The modern tall building is called "GÖKKAFES" = sky nest, the Süzer Plaza, one of the most hated 
buildings in Istanbul (note: I quote from a viewer who kindly sent me comments, this line is his).
