This seems to me the Nusretiye Mosque, built 1822-1826 for Mahmut II, designed by Kirkor Balyan, the founder of a large family of Armeniaqn architects (I quote from Strolling Through Istanbul; Redhouse Press; great book that) in "a curious blend of baroque and Empire motifs".
