Have you tried the photo filters in CS and CS2? (Don't know if they're in Elements 3). They really help when your pictures have either a blue or yellow cast. (Haven't tried other color filters yet!)
This adorable chipmunk catch by Rachel Pennington was quite yellow, so I tried the different cooling filters (Image/Adjust/Photo Filter) and the last one Cooling 82, worked the best. Click on "previous" to see the original upload. Click on "next" to see another way of adjusting color casts.
