The face ascribes it to Francis Pile, a well respected clockmaker working in Honiton in the late C18th. However this working is very much a 30 hour handmade 'country' piece, not the classical 8 day mechanism associated with Pile. Notice it only has the one hand and what look like doves flying about rather than the later allegories to time flying
