It's hard to tell for sure by the size and resolution of the posted image. Most hunters that use decoys have them on a rope attached to a stake pushed into the bank of the lake so it doesn't float off while they hide in the duck blind. At the end of the day they collect their bounty and pull in the decoys and head for home to clean and prepare the days work. Oh almost forgot, the dogs get a special treat because they are a highly valuable addiction to the hunting party. Granted most states duck season is well over so it might not have been a decoy. Just an update... I drove by that lake again today and the duck was gone. So maybe it wasn't a decoy. ~Phydoux
