First, I used the burn tool to bring down the highlights from the sun on the left side of the temple dome (so it wouldn't be increased by the next step). Then, by selecting the image from the top step up, I ran the USM filter at 30%/100 radius twice, then inversed the selection and ran the USM filter at 15%/100 radius once (on the stairs).
Then, I ran the Smart Sharpen filter at 25% /0.3 radius once to sharpen the image back up before saving.
I know, the temple is too bright, but if I were doing this "for real", I'd take the time to select just the upper gardens and not the temple on the second pass of the USM filter on the upper half. This would increase the contrast in them without overdoing the temple.
