I'm in Western Washington and I think I just spotted this bird. Same yellow spot, same dark green almost Black neck and chin.

This bird is still returning to the area as I photographed the exact same bird at Cliff Lumsden Park on Feb 25, 2014. Cliff Lumsden Park is only 3 or 4 city blocks to the east of Colonel Sam Smith Park for those interested.

Your image shows a Mallard x American Wigeon hybrid. The tail is right for a Wigeon drake, and the head and bill have many features of a Wigeon drake.

This is in fact a hybrid American wigeon x Mallard.

there is no white neck ring as in all mallard x pintail
but the typical pale ear spot of wigeon x mallard and an all blue bill without any black on culmen , only black nail.

Tertial pattern and shape also wrong for Pintail x Mallard, but correct for wigeon x Mallard.
