Ops, I have probably missed the story, (and still do). I focused only the fact that those carts were parked in a no parking zone, and nothing more.

These were parked like this just moments before I arrived. They were attended by their "owners" (approximately 50 individuals) but it would have been quite difficult for me to go up to them and shoot. I waited until they went inside the building they were congregated in front of to receive free food. The line of carts actually extended quite farther than you see here but I shortened the view for "artistic purposes".
