The trees are budded. However, Winter just won't release her hold this year.

Here http://www.pbase.com/britestar/image/76366037 is the same tree in full flower around the exact same time in March of another year.

However, in just another 4 days, our Bradford Pear (nor anything else) isn't going to flower this year. :-(
So far, even the crocus are still hiding.
