We saw a few of these little "camps" under the overpasses, even with brush and pan for keeping tidy, little mat for wiping shoes etc. We thought they were for homeless/refugees and were touched by that but a worker nearby told us most were travellers on bicycles (tourists!) stopping a day or so in the city.
