Inside the Winter Palace.
This is the hallway connecting the group entrance on the Palace Square with the Jordan Gallery. Here is where you find the museum shops, an internet cafe etc. It is usually crowded with people, but when you are the first group in, you can experience it (and many other rooms) completely empty.
