This may have been taken for an identity card or passport. It’s dated on the back March 8, 1928 and gives her name, her parents’ names, her address, year of birth (1908). It’s signed by someone whose name I cannot decipher and includes an official-looking stamp indicating her address and “Komisarjat IV.”
