I'm not at all sure what was going on here.
You see that tower in the background, behind the light? That's Sydney Tower, also known as Centrepoint Tower although that is an older name for the building which is no longer officially used. Up the top of that is a balcony that you can go out of and get some (obviously) pretty panoramic view of the city. You also have the opportunity to go out on a glass projection which allows you to see straight down. Probably not something to do if you're Jimmy Stewart in Vertigo .
Collectively, this arrangement of attractions is apparently marketed under the name the Sydney Eye. And on this occasion some sort of promotion was being done on the Pyrmont Bridge which fakes being up on the Sydney Eye. You can see someone wearing the coveralls that you're required to wear for your experience over on the left. I am at something of a loss to understand why they would bother faking such a thing when the real thing is only a kilometre or so in the background.
One other thing is that the Sydney Tower Eye claims to offer a "4D cinema experience". Given the demonstrated entanglement of space and time, everything is a 4D experience. Brian Cox would probably want to slap their face for such a statement of the obvious.
