This is a solar powered flower ornament. When hit by sunlight the leaves and the flower start bouncing from side to side in what I have heard referred to as "The Happy Dance".

In this case there was a touch of sun which allowed it to do that... and allowed its reflection to be seen in the window.

(And yes, I know that the windows need a wash.)
