They just stick them out there because they don't have anywhere to store them- its cheaper than a warehouse ;-)

Notice that the cones at the front have a blue base, while the cones at Dewar Street (is it Dewar Street?) have a black base. So it's not just a single invasion, but a DOUBLE invasion; two distinct species of cone.
