At 1/10th of a second at ISO 400, this should have been much sharper because the image stabilization system would give you the same effect as if your shutter speed was 1/40th of as second. The picture is blurred because you must have pushed the shutter button down, instead of gently squeezing it halfway down to expose and focus, and then applying pressure (with no finger movement) to release the shutter. If you set your FZ-30 on one of the multiple image choices and hold keep pressing down on the shutter release, the camera will fire two or three times, and since the second and third shots are triggered internally, instead of externally, you will stand a better chance of getting a clean shot.
