I have a similar ID, which was issued to me as a reserve from 1973-74. It was replaced by a regular PD identification card, but which had the bold "Police" on the top removed (which I had to return when I left the force). We were required to provide our own pictures, and to laminate them onto the card. We were also issued a Civil Defense ID card.
