Shirley, these flowers (forget if it's an Aster or Fleabane) hang onto the seed untill a good hard freeze so the seeds stay dormant until spring. If they scattered too soon, they might start growing and have to struggle through the winter as tiny seedlings.

Aachooo! This poor plant forgot to reproduce, it just couldn't part with it's little darlings, maybe in the spring she'll cut her ties.
