The blur implies something that is visible - within reach - but not clear enough or perfect enough to fulfill anyone's dreams. And of course, the palm tree is the symbolic "tropical isle" icon. So the shot stands as a good metaphor for something never totally realized.

Easy could be an album cover, but have to be square format and some text is needed. It looks simple and interesting.

You just have to imagine this one with some text, as in an album cover.

Hotel California was my first thought. The song and the movie Almost Paradise could suggest someting that did't come true, or failed to be fullfilled. (Which also could apply to HC, by the way). In that context the blurring effect can be a good tool, which also is a bit controversial to some people.
