This is an image of an old power room control panel. It's housed in an unlit gloomy corridor off a large room which only has a few small high windows. Not much natural light.
Light painting is a technique where long exposures are made during which part of the scene is illuminated with a flashlight (ie painted).
Several exposures are made with different areas being exposed, then the resulting files are blended to give an impression of lighting intended by the photographer.
In this case 2 exposures were used, one for the foreground panel and one for the rear panels including the back wall.
