Lots of gravel at the waterline. Then, place sheets of netting between every few layers of cement bricks. Next, pack the netting in with layers of earth, like a cake, until the earth reaches the top of the wall. Last, pave it over and paint yellow lines every 8.5 feet. Place automobiles between the lines to keep everything nicely packed down.
