It's a banded netwing beetle, Calopteron reticulatum. Daniel runs an informative website: http://www.whatsthatbug.com/ I emailed the picture to him and he kindly replied with the identification and Latin name.

Yup, I also thought he was wearing a pretty knitted outfit. Have not clue what he is, but the photo is so realistic looking that I think he just wiggled his rear leg. Outta here...
