This sad looking little bird is the only one that's puffed up like this. It's eyes are mostly half shut. She hangs out at the sunflower seed feeder.

A Pine Siskin. This is nornmaly the behavior of a sick or weak bird trying to waste as little energy as possible. It is the type of bird very vulnerable to predators.
