Magic?

Nobody could figure out how these street performers were doing this. Looks like Isabel found the answer (see the Youtube video she linked to below).

Great shot of this trick. I like the puzzled woman aside and the graffiti background. V.
I saw the trick in several cities this summer but can't yet find out how they do it.

Similar to someone we saw in Asheville: http://www.pbase.com/isabel95/image/155569982 and http://www.pbase.com/isabel95/image/155569983 I suspect they have a supportive structure under their clothing - in the case of your guy that cane continues up the sleeve.
