This is very similar to a technique I used to love called Hand Coloring. It is a lot less messy digitally but a little of the fun is lost. It was done with somewhat transparent oil paints and I used to put it on with a very light hand and a cottonball or q-tip. Some times I would remove and do over many, many times.
