Karen, I believe those dishes belong to some communications company in West Greenwich Village. I really don't know what kind of signals they electronically send and receive, but they have an open sky for transmission. They are sitting on top of the old post office building that was privatized for multi-purpose business and residential use back in the late 1960's or early 70's.
