Coleen,
Yes this is the "Rose of Sharon" also known as Hibiscus syriacus "Blue Bird." This one was on a 15 foot bush. According the American Horticultural Society Encyclopedia it doesn't appear to be directly related to the althea plant.

I think that's a Rose of Sharon (althea).
