Members of the National Guard are in Lincoln Park every day, walking the large perimeter over and over again. Nobody knows why they’re there — it’s a very peaceful neighborhood park full of dogs and their humans and people enjoying being outdoors in the middle of the city. Maybe they’re looking for unleashed dogs or dogs on leashes longer than 6 feet so the owners can be fined or jailed (see previous picture for the official warning).
