Horrible photo, but this really is a red-tailed hawk. I was sitting at the kitchen table and saw it swoop down by the feeders and it was immediately obvious by the size that it wasn't a Cooper's hawk. I did get a look at its yellow eye, so this is a juvenile. The same week I was out filling the bird feeders and it came by again, circling around the yard. I heard its 'kee-eee-arrrr' sound, and got several good looks. I'm guessing that it was going after rabbits or squirrels rather than feeder birds.
