That arm sticking out on the left of the platform is "X-Scream", a ride. It is a sled riding a cantilevered boom that pivots down; fully extended the arm drops to an angle of about 45 degrees pointing its occupants toward the Strip. Individual pictures farther down describe what happened when power went out on November 15th.
