Your observation is correct. In fact, I interchangeably use the ISoXXXXX and ISoXXXXXec notation. Please, feel free to browse the extensive collection of samples and tests, in which you will find this notation.

It is technically incorrect to label thise images as ISO 12800 or 25600. ISO is a measure of the sensitivity of the sensor. The best you can claim is that those images were taken at ISO 6400 and underexposed to get a shutter speed that is equivalent to what would be used if the ISO were 12800 or 25600.
