The world's leading authority on bear attacks, Stephen Herrero, says that the evidence on bear bells is unclear as they may work both ways. However, he does suggest yodeling. Works well if you're from Switzerland!
I cannot imagine a bear being scared by a bell.
So as a backup for it, I would suggest carrying a large gun.
The sound of that being fired is very scary.
