There was a row of people standing to collect these doughnut-like (or Dutch "oil balls" like) delicacies. I had the impression it was a form of charity.

They are served free to anyone/ to public until all is consumed... it is part of a celebration or a religious offering.

Thanks, Sevket, this explains a lot. The picture may be some four, maybe five years old.

It is not a charity work. These donut-like pastries are made and served for either a celebration (like a wedding, circumcision) or as a mourning after someone has passed away. (comment by Haldun)
